Is it safe to drink the water in Thailand?

Spog offered the following advice on Dec 10, 2005

It’s usually best to drink bottled water. The tap water in Bangkok is sometimes safe to drink. The problem is that most buildings store is in big tanks on the roof (to get the pressure up) and the condition of these will affect the condition of the water. The water in Pattaya is universally unsafe to drink.
