Can I buy a SIM card in Cambodia?

It used to be illegal for foreigners to buy a SIM card (had to have a Cambodian national ID) so you had to pay a motodop to buy it for you. Since then they’ve dropped that restriction, but maybe $20 USD is the new “foreigner price” for legal cards. Try asking a motorcycle taxi driver if they can get you a black market price.
